Shocked at membership for Citi Bike at $95/year

I am shocked to read that membership for Citi Bike is $95 per year.
This will exclude people. Many seniors live on low fixed income like social security. This pricing policy will also exclude teenagers who do not have this form of discretionary income.
I did bring up this issue at every single bike related meeting I attended. I was always told by Transport Authority individuals that my comments would be noted.
Why is this privately bank funded service excluding low income individuals?

This program is geared towards commuters and not the casual bike rider or tourist at all. The 45 minute time limit is evidence to that. Seniors and teenagers are definitely not the targeted audience.
And I understand that $95 in one chunk is not always easy for everyone, but it still is only a quarter a day. To say that it’s “excluding low income individuals” is a bit of a stretch. Taking a bus or subway back and forth to work each day is 20x more expensive!! Do you consider the rates MTA charges to also be deterring to low income individuals?
