I have checked the north side of Barrow Street between Hudson and Greenwich Streets multiple times over the last couple of weeks, and there is now a fully open pedestrian walkway along the site of the St. Luke’s Church construction area. (On one occasion there was a cement truck in the walkway pouring concrete—with flagmen directing traffic.)
As reported in your July issue, people previously had to walk in the street, without benefit of a protective walkway, to traverse the north side of the street.
After reports to NYC’s 311 complaint line resulted in the condition being designated as “legal,” I wrote to Bob Gormly, District Manager/ Manhattan Community Board #2. Bob took pictures of the site and sent them to the Office of the Manhattan Commissioner/ NYC DOT. He was subsequently notified that an inspector was sent and it was determined that a permit existed requiring pedestrians to walk on the south side of the street without benefit of walkway on the north side. However, some other violations were found and the Commissioner issued a new permit requiring a walkway on the north side.
